Dependancies not being installed.

We have tried to install Windows KB4457144 (2018-9 Security Rollup for server 2008 R2) - ManageEngine patch ID: 25311
This patch has a dependency: KB3177467. If not installed installation can fail on 2008 R2 servers. This is not reflected in the patch database. Can that be corrected?
This is a known issue in the patch release notes.
