Delegation for emailed in tickets not working

Delegation for emailed in tickets not working

I can still assign a ticket to a technician who is either automatically marked as being on vacation from the O365 calendar integration or has a delegation setup when editing an emailed ticket.

But it works as it should when I am creating a ticket from scratch. 

90% of our tickets are via email so it seems to defeat the purpose of the delegation feature.  Am I missing a setting?
