It used to be when we would setup a new iPhone for a user the default apps for our company (about 19) would get "pushed" to the phone right after it is put into the profile group. But for the last few weeks, there is a significant delay before the default apps start appearing on the iPhone. So much so that I started moving the phone out of the default iPhone profile and placing it in a generic profile. I would then move it back again to the default profile. Usually within 15-20 minutes, the apps would start appearing on the iPhone. Still not sure if this extra work kickstarted the app installation or if it was just a coincidence. 

Has anyone experienced this before?
