I would like to hide (or at least rename) the default request template for requesters.  The option in the Web portal Admin Settings ("Disable default request template for requesters") appears to have zero affect.

As a minimum it would be nice to be able to rename the template to something more user friendly and edit the associated comment text.  In it's current form, the Default Request template looks ugly to requesters in the web portal - any suggestions?
