DE incorrectly indicates start/run configs are in sync

I'm testing build 5100 with a few Cisco routers. On one router (a Cisco 1841) I know for certain that the startup and running configurations are not in sync, and can verify this on the router itself, however DE indicates that the startup and running device configurations are in sync.

In fact, when viewing the current version of the running config in DE, it shows the startup config rather than the current running config. From my TACACS server here are the sequence of commands issued by DE when doing a config backup (using SSH - SCP protocol):

cmd=copy startup-config <cr>
cmd=copy startup-config <cr>
cmd=show version <cr>
cmd=terminal length 0 <cr>
cmd=show running-config <cr>

Note that TACACS doesn't display some of the command tokens in the accounting log file, so first two commands are 'copy startup-config scp://deviceexpert@<ip>/15_ConfigFile.txt' (for some reason this command is issued twice).

So the question is why doesn't DE display the current running config correctly for this device?
