This pc is so new it literally got run up 3 weeks ago.

Periodically dcconfig.exe is running, hammering the hard disk such that it goes to 100% utilization, then the fan on the pc goes nuts, then the user reports incredible slowness on their pc.

Is there a reason why dcconfig.exe would cause 100% utilization and a fix for it?

I confirmed it was this after more than once force-closing it while it was running (where disk is running at 100%) and seeing disk utilization drop to under 10% once it was closed.
