Customisation of Customer Portal

Does an SC+ administrator have any control over the customer portal content/presentation and, if so, how?
 
For example:
 
a.  When a customer logs in, the portal launches on the home tab - can it be set to initially open on the requests tab?
 
b. Is it possible to hide/remove the 'Change Password' link on the 'Edit My Details' page?
