Custom triggers help

Hi,

We would like to utilise the custom triggers to ensure technicians are logging tickets properly, is it possible to have a message pop-up on screen to prevent technicians from logging tickets unless they have the correct criteria?  For instance certain Request Types should only be logged as a P4?

We would also like to have the ability to send an alert email to a group of people when a P1 is logged.
