What is the best practice if I want to customize the taskbar and start menu on Windows computers with Desktop Central?

When the domain user logs in to the computer I want my custom taskbar and start menu to be what the user's see with some apps pinned and stuff like that.

I just want this to be the default but if the user want to edit it for himself then that is totally fine so I don't want to lock it down.

I know this can be done with Group policy's in Active Directory but perhaps this is easier with Desktop Central?
