Custom report problem.

I'm trying to create a custom report with the following details:

Report Details for 'Patch Management'
Report Type
Report Type Non-Compliance Report
Hosts Details
Host Names [hostA, hostB, hostC]
Event ID for Windows Hosts
Event ID 17-21

When I run the report there is no data but if I look in the Hosts event detail the information is there.
