Custom Notification

Scenario:
I have a new employee template.  We use the same template regardless of domestic or foreign site.

Upon submission by Plant Manager or technician from a remote site, I would like a notification (email, alert, etc) sent to a group in HR.
I also, based on feedback (employee #) from HR, would like to send a notification (email, alert, etc) to Finance so the new employee can be added to the cost center groups. (this is information provided by the HR representative.

Meanwhile, I have a number of tasks set up for our technicians to ready computers, AD set-up, etc.
I would like the notifications to HR & Finance to happen and be recorded in the history of the request automatically.
The Finance person (2nd in line for the notification) will need info from the HR representative who responds.   They will obtain an employee ID and a Cost Center.    This info is not needed by IT but we would like to facilitate and manage the full set-up of new employees by making sure HR & Finance do their part..
We want to do this with the least amount of manual task effort by our techs.

Currently this is a manual process through a series of Tasks and requests for approval, however, there is only one Approval template.  Also, if a HR person "Rejects" it in error, the Plant Manager at a remote site may panic (receiving a rejection notice) thinking their employee is rejected by HR.  This process is not ideal.

Anyone have any suggestions or ways they have approached this?   

Business Rules don't seem to work since the Email can only go to a Technician and the info you can put into the body of the email is limited (the receiver would have to be able to view the request).  No one in HR or Finance is a Technician - they are Users.    Plus, they need to see selected information from the request in order to do their set-up part, so providing them a link to the request would be beneficial.    Is there any way short of setting them up as a technician that we can do this?
