Hello,

Ctrl + Alt + End (equivalent to Ctrl + Alt + Del) to change password on RDP will bypass the password policy enforcer even though the client is installed on the remote PC. 

If I am physically in the office with the PC then Ctrl + Alt + Del to change the password then it works just fine
