Creation of Apple IDs for organization

It is really confusing regarding Apple ID creations and there are limited information on the Internet or with Apple support. According to Apple, one must only use 1 Apple ID, but we all know we need multiple Apple IDs for Business use. There is no specifics on how to do so for business. The Website appleid.apple.com ask for First Name, Last Name, country, birthdate, email address and security questions. How does IT administration go about creating generic Apple IDs for business? We have a boat load of iOS devices to assign and we need Apple ID for every device.
Would we just make up names like:
First Name = IPADONE
Last Name = COMPANYNAME
Country = Canada
Birthday = 01/01/2000
email = ipad1@ourdomain.com
then choose same security questions and arbitary answers for every Apple ID we request? Would this work?
