Creating dummy devices for business view

We have a somewhat unique network. We own and manage the local devices and about 100 remote routers across the state. We can telnet, SNMP, and ping all those devices. The problem is with the devices in the middle. They are owned and managed by another state agency that is responsible for the data transport across the state. We can't ping, telnet or SNMP those middle devices. They will not add SNMP hooks for us. They do show up however, when I do a trace route. What I would like to do is build a business view with local, middle, and remote devices. Can I create "dummy" devices using IP addresses that I don't intend to manage? If so, how? Thanks
