Creating Business views

I am trying to make a business view made up from about 40 devices.
when I edit the business view, all devices appear in the squared area; upon saving, they all shift right - quite a lot. I don't fully understand the role of background image ( technically only ) - if i will will use a custom png file - like world.png ( but with increased size so that it will accommodate more devices ) - is that a valid scenario? it has obviously something to do with the image - but i don't want to screw anything up by tempering with the system files :)
if this is not a good idea, how can I more efficiently arrange "icons" on the business view - especially if I want to select the links that connect those devices.
Another note - the whole OPM web interface is designed with fixed size windows - it's really annoying - especially in cases like this, where the text is truncated. If you ask users of OPM - they will go for functionality rather than visuals; but making the windows adjust to the content size does not imply loss on the aspect. For instance, I can't see how the visuals of the interface would suffer from showing whole text. Also, in scrollable windows - again, it's scrollable for the fixed area. Please advise web designers not to build interfaces for IE only.
