Create users with templates for hosted inviroments

A common taks for IT admins running an M$ hosted enviroment for multiple companyes on the same domain is setting the Offline address book and Outlook Web Access (msExchQueryBaseDN) search OU.
Any way of being able to set these parameters in the User Templates ??
Setting the Offline Address Book is possible through AD Mgmt >> Exchange Offline Address Book but is to "manual". Setting the msExchQueryBaseDN parameter is only ( that I know of ) possible to set with Adsiedit or ADmodify tools. Both are to labor intensive
