Contract, Assets and Users

Contract, Assets and Users

Hi,

We have a monthly contract/subscription for Office 365, with a number of users on differing plans with a cost per user per plan.
I want to be able to associate a number of users and/or departments to this contract in order to be able to apportion the monthly costs to departments/users.

How do I do this?

I've thought about:
Creating a parent contract for the full O365
Creating child contracts for each of the plans and apportion the full monthly cost based on the number of users of that child plan.

I thought I could achieve this by:
Creating a non-IT asset for each of the plans
Associating a non-IT asset to each of the child contracts
The problem is that I can only add a single department/user to the asset usage relationship (obviously I can get the number of users in a department and apportion costs that way).

Example (not true numbers of user or costs)
O365 = 250 users total
of which = 200 are plan 1 at a cost of 2.00 each, 30 are plan 2 at a cost of 5.00 each, 20 are plan 3 at a cost of 15.00 each.
If in a department I have 10 users of plan 1, 5 users of plan 2, 2 users of plan 3, how do I see what the cost of O365 is to that department?

Am I going about this completely the wrong way and if so how should I be doing it?

Can you explain how I can achieve what I want?

Help please!!

Thanks.
