Configuration results display Failure - Reports show successful

Setup a configuration to upgrade windows 10 with the "Windows 10 Deployment 1709". I followed the steps on the knowledge base article to deploy the 1709 Update.

The problem is I setup a config to deploy to our South Dakota location. I ran a report to find all the Windows 10 OS versions which I downloaded and saved. I pushed the config and I have one machine which shows successful. I have 3 Failed and 2 in progress 5 in retry and 2 yet to apply.
When I take the list of machine OS versions and compare it to a new report I just ran some of the OS versions show they have upgraded. I have no idea how this is possible. If I need to remote to each machine and visually check it I can but I shouldn't have to do that.
Not sure if this is a known issue or not.
