Computer Specialist can not see accounts in other OU's

We are a school system and we have computer specialist at each secondary school. We have rolled out ADManagerPlus for them to reset passwords for their students. They only have rights to their schools OU. We are finding they go to reset a password and get user not found. They go to create the student account and it states that one with that student id already exist. Now they have to call us to move the account into their OU which is what we want, we don't want them moving students between OU's but is there anyway they can know the account does exist before they go to try and add it. By the time they try and reset password then fill out the page to create the report they have spent 5 minuts only to find the account exist. Seems like they should be able to see the account but not modify it.
