Closing one ticket automatically opens a new one

We are trying to establish a process where a request comes in and when the ticket is closed it automatically opens a new ticket with a specific template and transfers over some key fields if possible. 

Our initial ticket will be a simple overview with basic questions. Once closed, we are wanting to migrate some of the completed fields to a new ticket with more detailed fields for our security/network review using a different template. 


Is there in the field and form rules or business rules that we can script to create this flow?
