Is it possible to either customise or disable the web form that appears when a request status is changed to 'closed'?

I want to be able to add a second tier to the request closure codes eg - System issue -> Network.  I can create user defined fields on the main request form if I can't customise the close form screen, but if this happens I want to disable the form with the existing request closure fields.
