"Clear" Alert issue

I'm having an issue with the "Clear" status on our alerts

For several servers notification profile, we have all options selected and it set to email out to specific groups responsible for fixing those servers when problems occur.

We also have a reoccurring rule set to email them multiple times (up to 10 times) every 30 minutes until the problem is resolved.

The problem is, once the issue is resolved, they don't get just one "clear" alert letting them know the issue is fixed. 

They get reoccurring alerts just like when there's a problem that the status has changed to "Clear".  They should only be notified once letting them know alarm has been cleared, not reoccurring like when there is an issue.

Is this by design?  Why do clear alerts act the same as problematic alerts for the reoccurring rule.  Do they require someone to manually go in to opmanager and acknowledge or delete them before they stop sending reoccurring "clear" emails?
