Clarification about Deploying MSIs

OK. One thing I'm not clear on is the switches for deploying a MSI package. If i want to use switches like /qn does it need to be a msiexec type of package? I've been looking at the help document and it seems for an MSI you can do arguments but not switches.

If it needs to be a msiexec/exe type of deployment how do i reference msiexec.exe ? I just want to pass the arguments /qn and /norestart to an msi that I'm trying to deploy. If I try to put that in as an argument for an msi it fails. Is that because to use those switches it needs to be deployed as an msiexec/exe/iss ?

Is there anyway to force a refresh of the policy instead of waiting 90 minutes ?
