Chatt settings

I am trying the new chat function. Buy it have a very difficult settings. I can only exclude stuff.
How am I supposed to block all our 5000
requesters
in 15 sites and allow just two requesters?? There two exists in one of there sites too.
Add a simpler
settings like this:
Disable chat for all users [ON] And enable chat for these requesters only: John Doe, Jane Doe
