In our Emergency Change workflow, we go as fast as possible to Stage 4 to implement the change, then we go to Stage 3 to Approve the Change and make it permanent or decide if we need to do a rollback.

We've set Stage 4 to require all Tasks to be completed before it's Ok to move on. But (I guess) since Stage 3 is before Stage 4 this check doesn't happen and it's possible to go forwards with the workflow

and end up with a Change in the Close Stage that has Tasks open in Stage 4. Then we are unable to close the Change and we can't edit the tasks anymore.

It would be alot better if the GUI actually reflected the order of the workflow as close as possible so that Beslut (CAB) is After Bygg och Testa (Implementation). And that it respects the rule that you cannot move from Implementation before all tasks are completed.
