Currently in my version of SDP, when you create a new change, the first field to select is the Change Template. 

I'd like to set  it up so that when a new change is created, the user selects the change type, and based on the type selected, the template and workflow are configured based on that. 

For example, instead of selecting the emergency template, they  would select change type emergency, and the template and workflow are assigned based on that.

Can that be done?  Would this be a custom trigger situation?
