Scenario: 

Only one ChangeManager is allowed to be assigned to a Change Record.  The Change record was on the ''Release' Stage and ChangeManager activities were required, however the assigned ChangeManager was unexpectedly unavailable to login for days.  

Only the (unavailable) 'ChangeManager' assignee can edit the 'ChangeManager' field. There is no other User or Change Role that we can assign a Technician that allows the 'ChangeManager' field to be edited through the interface.

Possible workarounds that we DO NOT want to use:

- Run a query to edit the ChangeManager assignee in the database

- Create a Status meant to be used in workflows to send the record back to Submission Stage so that any Change Role with Edit permissions on the stage can edit the 'ChangeManager' field

Suggested enhancement:

Would like the Change Role 'ChangeManager' field editable at any time (i.e. no matter what stage the Change record is in) by any users assigned the SDChangeManager Role.

For customers that do not want this feature active?! (if that situation arises) perhaps a checkbox in the 'ChangeManager' Change Role configuration box to turn it off or on?
