Allowing end users or Support Partners to create Change Requests directly

Hi,

Is it possible in ServiceDesk Plus for regular users (or Support Partners) to create/submit a Change Request or Change Ticket themselves?

We would like certain users —specifically our Support Partners— to be able to log Change Requests directly in the system without needing to be added as technicians. Is there a way to configure this?
