change of assign request to other Support Rep.

I have created a role in which all our Support. Reps. can view all other's requests (from left view bottom buttons) and at the same time they have the facility to assign this request to other Support Rep.
My requirement is:
1. provide display of all requests of all Support Reps. (its fulfilled).
2. Rights of change Support Rep to only limited Support Rep. (assigning the request to other support rep.)
