We are working with the change module and have created 3 separate templates. The Level 3 Change template required CAB approval so at the Stage 3 Approval level, we send approval to the CAB members. However we are are finding that it does not go to all the members and if one member approves it, it moves to the implementation stage automatically. We were under the impression that it would stop and wait for all members of the CAB to approve it. Workflow is fairly basic as shown here.

And when we look at the approval stage it shows No approval levels present and just shows the one approval and on to Implementation.

What are we missing in the process? If CAB needs to approve a change, should it not be all CAB Members approving the change. We cannot have it that only one person approves and it moves on.
