Change Approval Email Notifications vs Actionable Messages

Hello all,

Does anybody know what determines if an email notification or actionable message is generated for Change Approvals?

I am building a Normal Change Workflow with 3 approvals required at 3 different stages. I would like the Actionable Message to appear on every Notification Email so the Approver can approve or reject from the Email. I have submitted a half dozen change requests to try and identify when it will generate a regular Email and when it will generate an Actionable Message. I have not been able to determine what is causing the Actionable Message. It seems to happen very randomly. Of the 6 change requests I submitted, so out of a possible 18 Actionable Messages, only 8 of the Email Notifications I received contained an Actionable Message.

Any insight somebody can offer here would be greatly appreciated!
