Change Account on Request

I see that this is not possible but i have two scenarios:
 
1) a request was accidentally created associated with the wrong account.  What is the best way to correct this?
 
2) i'd like the technicians to be able to create requests simply by sending an e-mail to the helpdesk e-mail account.  Is there a way to have these requests not associated to an account as i see from another post that requests not associated with an account can be later given this association?  Is there a better way?
