When I created the USB Boot media there is already an .exe for HP drivers "sp132903.exe"

When I boot with the usb, it shows an error that the network is not connected.

How do I update the USB boot image with other drivers?  If I go to the link for upload drivers (OS Deployment - Drivers - upload drivers) I see a link to Dell, HP, Lenovo

Click the HP link and I am taken to "http://ftp.ext.hp.com//pub/caps-softpaq/cmit/HP_WinPE_DriverPack.html"

Yet I cannot use the WinPE 10/11 softpaq from the download. (sp142621)
