Cant start NFA

Ive just setup a server with Windows Server 2003 and i installed NFA build 4020. However when i try to start NFA it gives a message

Failed to start the server. Please refer logs for more details.

I cannot see anything in the logs that makes any sense to me.
This is a new install of Windows server 2003 and has nothing installed. Port 13310 is free and not being used. NFA has never been installed on this system before.
Is this a problem with NFA 4020 and server 2003?
The only other thing is that i do not have a network cable plugged into the server so its interface is down. Would this affect NFA trying to start? I have done this because this server is being setup and installed in a different location using a differemt IP address to our network.
Also do i need to install server 2003 service pack 1?

Any suggestions?
