Cant install agent. Agent has older version must be removed first

Cant install agent. Agent has older version must be removed first

I have tried to remove an agent that was not working is no longer managed.  I have delete all manage engine files and registry.  But no matter what i can not re install the agent keeps saying that it is still installed.
