Can't Get Patch Manager to Update Missing Patches

Hello All,

Started working at a company that uses Patch Manager Plus for an airgapped network. Am going through the steps to update the vulnerability db and the missing patches so I can push them; however, no matter what I've tried I am running into the same issue where the number of missing patches doesn't change. I'll jot down what I've done to see if anyone else ran into a similar issue.

2. On my internet connected computer, I unzip the download to a new folder on the desktop.
3. Then in command prompt, I navigate to that folder and run the command "patchsync.bat -c updatedb -b <build number>"
4. I watch it go through and when complete, I copy over the updatedb folder to a USB stick.
5. I plug the USB drive into my airgapped network computer and copy the "updatedb" folder into the <Install Directory>/conf/CRSData.
6. Then (still on airgapped network), I log into the web gui. Navigate to patches and click "Update Now" button underneath "Update Vulnerability DB".
7. Watch that go through. It doesn't show any errors and refreshes when done. Then, I go to systems and scan all systems. Once that's done, I notice the number of missing patches is still at what it was when I started the process (we'll say 100 for example sake). I know with the passage of time since last patching that the number should update; however it doesn't. 
8. If I try to push on and navigate to "patches, missing patches" and click "export missing patches" to download the Jsondownload.txt file (and then bring this over to my internet connected computer). Then I run the command (while in correct area) "patchsync.bat -c dwnpatch -f downloadUrlJson.txt" I see it run through and attempt to download 5 patches with 3 failing. Again, due to the passage of time since the last patching I know it should be attempting to download at least 20-30 off a rough estimate.

Does anyone have any potential solutions? Thank you!
