I'm on latest public build (10.1.2119.10), but I believe this issue/behavior existed in previous versions.

Scenario:  I can perfectly asset scan any/all agents at once.  I make a configuration change to any of the scanned agents and want to re-scan to capture the change in inventory.  The second and subsequent manual asset scans say either completed (immediately - with no new scan) or failed with generic error.  Eventually asset scanning the same hosts is allowed and works again.

Is this known/by design, and what is the magic interval I must wait between asset scans so that subsequent ones run?
