Can't add an item to custom picklist

Hello, we can't add an item to custom picklist in "Customization - Additional Field - Change"

The error is:
[UDF_PickListValues] Violation of PRIMARY KEY constraint 'UDF_PickListValues_PK'. Cannot insert duplicate key in object 'dbo.UDF_PickListValues'. The duplicate key value is (24429).

We SDP 14.7 Build 14750 and SQL Server 2019.
