Cannot Add URL Monitor as Trigger on Workflow

Cannot Add URL Monitor as Trigger on Workflow

So, I've built a Workflow that I want triggered by a previously made URL monitor, however, when I click on 'when any URL monitor is down', it says there are no monitors available.

What could cause this? See attatched for examples
