Cannot add or update a child row: a foreign key constraint fails

I installed ServiceDesk Plus MSP (selected enterprise option) and encountered the following error:

FAILURE :Database exception while updating network. : Cannot add or update a child row: a foreign key constraint fails

Please report the problem to the system administrator, with the Error Code - 1,294,377,477,019.

when attempting to add a network address to the scan feature under assets. The error exists on a fresh install. Other sections of the script allow updates without issue.

I ran into this issue using the mysql package bundled with the software on both debian and windows server 2008 R2.

I've attached the logs serverout0 and boot from /server/default/log/

Also, the software version is what ever the last trail version is.
