Can I customize the file attachment disclaimer?

Can I customize the file attachment disclaimer?

When someone clicks the "Attach File" button on a request, SD+ displays this standard file attachment disclaimer:  [ Maximum size of an attachment is 10 MB. ]

Can this disclaimer be easily customized? Can someone point me to the file containing the text in red?
