Can App Manager serve my purpose?

Hi all,

Please let me know if App Manager can serve my requirment!

Requirement: In one our process flows, there are many places where files get stored and pass through different directories. Sometimes, files get hanged at some particular directory due to few reasons. Currently, these files are being monitored manually by checking the time they stay in particular directory. So, a proposal has been made to install a Monitoring tool which can monitor these file directories and send an email notification/alert to Production/Monitoring team once the threshold value (Time) reaches.
