Can't restart distant service, as Telnet for ex.

i'm testing opmanager on 2 windows 2003, on a workgroup.
i'm viewing for restart services when one is down.
on the local server with console, there's no problem. service restart.
but for the other server managed, the first with console reporting that service is down, but can't restart this one.
the local administrator are the same, with same password.
RPC is launched.
