Can't do scan - DesktopCentralAgent service is down

I'm having some problems getting things working. I've setup everything on the server, and all the clients have the client software (DesktopCentralAgent) installed. I've configured the DCOMCNFG as per the instructions in the file, and added a configuration to the firewall settings. I am able to connect to client computers, but scans fail with the following error:


Started to scan the resource STO-JIMS-WD-BW5.lunaspod.xxx for identifying the installed applications.Inventory Scan Process is failed for the resource STO-JIMS-WD-BW5.lunaspod.local due to runtime error DesktopCentralAgent service is down .

The only thing I have not done is the:
netsh firewall service type=remoteadmin mode=enable scope=all
When I enter the above in a command prompt, I get errors that no such service/command exists.

Searched the documentation and forums before posting, can't seem to get this resolved.
