Business rules do not work with emailed requests

Business rules do not work with emailed requests

The majority of our users email their requests to our "helpdesk". We were hoping that we could use queues to help organize our tier I support staff. The problem is, the business rules only seem to work on request submitted via webform, not email.

Is this a bug or am I doing something wrong?
