Business Rule on field change

Business Rule on field change

Hi


I have SCP 8.0.0 Build Number 8012 and would like to know if it is possible to create a Business rule or any other method to notify the contact if a field has been changed from blank to a value. This must only occur once and not every time the request is updated. This value is updated via E-Mail commands.
