Business Rule not firing

Hi All,

I have a single business rule. It checks to things

1./ Category = Desktop Applications,
2./ Department = Claims or Operations

Then

place in group Desktop Support Melbourne

When a claims users raises a problem using the desktop template which default group is Desktop Support, it stays in Desktop support.

Is what I'm trying to do possible and have I done it the wrong way?
