Build 4303

Build 4303

I upgraded to 4303 last week, and oputils failed to start. Backed out the upgrade, and it worked fine. I saw that 4304 was available, upgraded and now it is free edition only. I tried applying my license, but it says 'please apply a proper license" (but it works OK with 4300 and 4301).
