After upgrading to build 14500 I have encountered an unexpected change in behavior. When submitting a change to a CAB for approval, I am seeing that one member of the CAB has "Approval Pending" status, while the others have "To Be Sent". In the past they have always been sent at the same time. Is this caused by some sort of bug? Or is this a new configuration that I need to adjust?
