Build 10.1.2220.3 and Build 10.1.2220.4

Ever since we updated to build 10.1.2220.3 on the Tools > Remote Control page we have an alert that reads: 

Unable to establish connection!
The configured port 8444 is used by some other application. Ensure that the port is available and restart Central server.

We didn't have that message prior to the .3 update and when we do a netstat lookup for the port it shows the port is not in use we have tried other software as well and nothing is showing port 8444 as actually being in use.

Has anyone else had this issue?
